95%. However some of the questions are a little suspect or vague in the answer choices. Especially since some state laws may be different. There is no universal rules of the road for each state.

95%. Some of the answer choices made me laugh!
90%. The Police Officer and Left Turn questions made me chuckle.
95% - I missed #18. I was thinking highways OUTSIDE of cities, so I said "White lines on the side of the road".
